Letter from the CEO & Board President

Dear friend of 4Cs,

Last October, 4Cs of Alameda County hosted a party to celebrate fifty years of service to the community. The evening was filled with friends, family, current and former Board members and clients, elected officials, supporters, and funders. It was an evening of joy and celebration, of learning and generosity, and of surprises and heartwarming stories and testimonials. Looking around, it was clear that 4Cs of Alameda County is more than just a nonprofit providing services and programs to help families and uplift the child care community. 4Cs of Alameda County is a warm, vibrant, inclusive space that welcomes all and plays a pivotal role in the success of so many.

On the heels of a year of fiftieth anniversary celebrations, earlier this year, 4Cs of Alameda County staff and leadership joined together to develop a Diversity, Equity, Inclusion, and Belonging Commitment Statement that solidified 4Cs dedication to remaining the inclusive, welcoming space for all we have been for decades. In this statement that you can read in this report, we captured the essence of 4Cs of Alameda County’s dedication to uplifting staff, clients, and the greater community through a DEIB lens. We are committed to “walking the walk” as we march forward providing programs, services, advocacy and hope to help our clients thrive.

Whether parents are looking for child care options that fit their needs, help paying for child care, diapers, food, navigation, classes, workshops, playgroups, or a car seat installation check, 4Cs is here to support. We give child care providers a space to learn, grow, and attend trainings, and give them tools to improve the quality of care at their sites.

Community members of all kinds turn to 4Cs of Alameda County for the most basic necessities such as food and free tax preparation and filing. All of these service are provided by a team of 75 staff strong who represent our diverse cities and care deeply about the families we serve.

No matter how you are connected to 4Cs, we are so glad to have you as a part of our community. Whether a major donor or funder or a parent or provider reaching out for the first time, you are what makes the 4Cs community so vibrant, dynamic and special. Mission Statement

Community Child Care Council (4Cs) of Alameda County exists to develop and coordinate resources to strengthen families and children.

Vision Statement

By 2029, 4Cs of Alameda County will implement a fully funded and sustainable model resource hub that provides a responsive and innovative system of services that support the well-being of all in collaboration with the communities we serve.

Community members have access to child care resource and referrals,  parenting classes, family navigation, diapers, wipes, clothing, essential needs, books, toys, free tax preparation and filing, and car seat installation checks.

  • 874 child care providers received technical assistance and support
  • 24 child care sites received intense coaching and support and participated in personalized quality improvement services from 4Cs team members
  • 19 family child care businesses were open or expanded their capacity with the guidance and support 4Cs Child Care Initiative Project team
  • 8,965 child care resources and referrals were given to parents helping them to navigate and find child care options for their children.
  • 10 Volunteer Income Tax Assistance volunteers prepared and submitted 252 tax returns for 4Cs clients resulting in $500,859 in refunds.
  • 85 parents and caregivers received car seat installation checks and 100% would recommend 4Cs Car Seat Installation Check services to friends and family
  • 853 parents attended 70 different trainings, workshops, playgroups, and Parent Cafes hosted by 4Cs
  • 4Cs hosted 42 Play & Learn playgroups with 90 toddlers growing, learning and playing alongside their caregivers
  • 1,657 child care directors, business owners, teachers, and caregivers attended 82 different trainings, workshops, listening sessions, and Provider Cafes

  • 7 child care providers received in-depth, program-specific inclusion training and assistance
  • 25 parents worked with 4Cs Inclusion Navigator and were provided advocacy, support, and navigation

FACESS

153 children from 72 families in unincorporated Alameda County communities worked with 4Cs FACESS Navigator to receive support, essential supplies, diapers, and warm hand-offs to programs that could support them and help them thrive.

Foster Bridge

44 families with 55 children in Foster Care were supported by 4Cs Foster Bridge Navigator receiving personalized support and child care payment assistance

Hayward Promise Neighborhoods (HPN)

Other parents receiving child care payment assistance worked, were seeking employment or permanent housing, were raising children in the Foster Care system, or needed child care because their kids were identified as at risk of abuse, neglect, or exploitation.

Additional stipend, supplemental rate, and additional funds from the state totaling $2,193,557 were paid to providers from 4Cs to support their businesses and provide high quality child care programs.

  • 417,640 diapers were provided to 4Cs families
  • 4,000 children’s books were distributed to young learners
  • 75,449 pounds of food were provided to families and community members through 4Cs food distribution events and the RISE Resource Center
In partnership with the Eat. Learn. Play Bus

  • 1,350 parents, families, community partners, and neighbors attended 4Cs Annual Children’s Fair
  • 1,300 meals from Community Kitchens Oakland were enjoyed by guests
  • 720 produce boxes from the Alameda County Community Food Bank were distributed to attendees
  • 3,500 books from the Oakland Literacy Coalition were handed out to children of all ages
Diaper Distribution and Legislative Update co-hosted by 4Cs of Alameda County and Assemblymember Liz Ortega

  • 486 families received 181,440 diapers, 4,536 packs of wipes, and 500 books thanks to the generosity of event donors.
  • 608 backpacks filled with school supplies were provided to preschoolers and elementary-aged students
  • 209 families received 724 gifts at the holidays at 4Cs Holiday Toy Giveaway event.
  • 30 additional 4Cs families were “adopted” by Lucid Motors receiving generous gifts for the entire family
  • 4Cs RISE team hosted 12 food distributions, providing fresh and non-perishable food to 2,283 community members in addition to special events with food available to attendees
