4Cs of Alameda County is proud to be one of the partner agencies of the Hayward Promise Neighborhoods (HPN), a federal grant funded by the Department of Education.

HPN programming is offered to residents of the Jackson Triangle, South Hayward, and Downtown Neighborhood footprints, and offered to students who attend the HPN target schools. HPN is a collaborative of agencies, organizations, schools, and community members working together to align programs and services to ensure that all children have access to effective schools and strong systems of family and community support.

In addition to serving on the HPN Implementation Team and Executive Leadership Team, 4Cs leads four HPN programs to residents with children ages 0-8:

Parent Resources
Early Learning Network

Collaborative network of HPN partners focused on improving early learning systems and support for HPN families with children 0-8 years old. Meets monthly on the 2nd Tuesday.

Parent Promise Academy

Comprehensive 10-week parenting education and support program for parents with children ages 0-8 covering topics such as positive behavior, literacy, health, community resources, and more. Offered in alternating sessions in English and Spanish. Class materials provided.

Toddler Play and Learn

Bilingual (English-Spanish) playgroup program with a trained facilitator for families with children ages 18 months to 4 years old who are not using formal child care or early learning programs. Offered twice per week beginning Summer 2023.

Family Navigation

Individualized, strength-based navigation services for families with children 0-8 years. Family navigator will schedule a consultation with families to conduct needs assessment and provide referrals and connections to an array of programs and services.
