Position: Manager, Accounting (Fiscal Services Unit)

Salary: Exempt $95,353-$110,042/year DOE

Community Child Care Council (4Cs) of Alameda County is a nonprofit organization serving families and child care providers in Alameda County. 4Cs of Alameda County exists to develop and coordinate resources for families and children.

The Manager, Accounting is responsible for aiding the Chief Financial Officer with the financial activities concerning the Agency. The Manager, Accounting coordinates job duties and responsibilities with the Chief Financial Officer. The Manager, Accounting is responsible for supervision of the Sr. Accountant, Accountant I and the Supervisor, Accounts Payable and reports to the Chief Financial Officer. This is an exempt position.

Duties and Responsibilities

· Prepares monthly, quarterly, and annual reports (examples: monthly program cost reports for funders, internal statistical data for budget monitoring purposes, and annual reports for external auditors).
· Manages accounting operations of the agency including budgeting, auditing, payroll, AP, AR, general ledger, and financial reporting. Oversees development and implementation of financial systems.
· Supervision, schedule, training and development, performance appraisals for fiscal unit staff.
· Coordinates and preparers for annual and other audits.
· Guides financial decisions by establishing, monitoring, and enforcing policies and procedures.
· Protects assets by establishing, monitoring, and enforcing internal controls.
· Ensure tracking of Fixed Assets.
· Provides status of financial condition by collecting and reporting financial data.
· Prepares and develops budgets in accordance with contracts and analyzes data with recommendations.
· Conducts analytical review of financial information monthly and initiates corrective actions to achieve budget objectives.
· Monitors and confirms financial condition by conducting audits, providing, and coordinating information to external auditors.
· Complies with all financial federal, state, and local legal requirements, including contract requirements. Advises management on needed actions.
· Other duties as assigned.

Qualifications

· Bachelor’s degree in accounting plus minimum of three-year experience in responsible accounting field desired (Non-profit accounting preferred).
• Must have excellent supervisory skills (minimum of 3 years)
• Must have a minimum of 3 years firsthand experience in Payroll, Accounts Payable and General Ledger
• Must be detail-oriented and able to meet deadlines
• Good organizational and communication skills
• PC computer literate, preferably with Excel and Word
• Must have excellent spreadsheet skills
• Enthusiasm and willingness to learn

Position: Child Care Services Specialist (Provider Services)
Location: Hayward Office
Hours: Full-Time (8:30 am to 5:00 pm),

Salary: $24.52-$27.24 DOE

The Child Care Services Specialist (Provider Services) is responsible for providing support to the payment portion of the child care payment assistance program. The Child Care Services Specialist (Provider Services) will report to the Supervisor, Payment Programs.

Duties and Responsibilities

• Responsible for the calculation of monthly attendance sheets of child care payment assistance program participants.
• Intake and processing of program participants’ child care providers which includes explanation of policies and procedures.
• Responsible for researching reimbursement inquiries made by child care providers.
• Troubleshoot and resolve problems related to provider reimbursements.
• Responsible for ongoing projects, i.e. provider codes and rate worksheets, contracts.
• Responsible for setting up and maintaining provider files.
• Responsible for conducting Provider Orientations.
• Other duties as assigned.

Qualifications

· Bilingual preferred in Vietnamese or Dari
• AA Degree preferred
• Ability to communicate well with public and staff
• Computer experience, Microsoft Word, Excel
• Excellent math skills
• Proficiency with Microsoft Office

Position: Child Care Services Support Specialist, Bilingual in Spanish required
Location: Oakland Office
Hours: Full-Time (8:30 am to 5:00 pm)

Work Week: 37.5 hours
Start Date: ASAP
Salary: $22.28-$24.75 DOE

Duties and Responsibilities

• Monitor and assist entry of clients and guests into the facility.
• Clerical support, answer/screen telephone calls for staff.
• Maintain the copy/fax/postage machines, conference rooms, front desk filing system and other areas as necessary. Order & maintain office supplies.
• Assist with Family Fee receipts/collection process.
• Send out applications for eligibility list and entering/maintain information in database.
• Data entry in current case management database
• Pull families for enrollment from the Eligibility list onto the CAPP. Mail out enrollment packets, review packets upon receipt, verify employment & schedule orientations.
• Process incoming/outgoing mail and route to the appropriate staff.
• Assist with appeal and group recertification process. Process transfer files
• Assist with RISE activities and other special projects (i.e., Parent Engagement projects/workshops)
• Perform other duties as assigned to ensure the smooth flow of work for the organization.

Qualifications

• Customer Service experience
• Bilingual Spanish
• Data entry, Microsoft office proficiency, ability to type 50 words per minute
• Excellent communication and writing skills
• Transportation required
