Position: Accountant- Reporting
Location: Hayward Office

Salary: : $37.69- $41.88 per hour (DOE)

Community Child Care Council (4Cs) of Alameda County is a nonprofit organization serving families and child care providers in Alameda County. 4Cs of Alameda County exists to develop and coordinate resources to strengthen families and children.

The Accountant- Reporting is responsible for coordinating fiscal reporting including updating month end close related schedules and reconciliations. The Accountant – Reporting performs contract and
grant invoicing and maintaining accounts receivable.

The Accountant reports directly to the Manager, Accounting. This is a non-exempt position.

Duties and Responsibilities

• Understand and apply both generally accepted accounting principles (GAAP) and accounting policies and procedures
• Coordinating fiscal reporting including updating month end close related schedules and reconciliations
• Perform Invoicing and maintain Accounts Receivable for all contracts and grants
• Perform Internal Control functions as needed which include reviewing journal entries for content, coding, and classification
• Provide monthly reports for Manager, Accounting
• Assist with collecting information for all federal, state and county reporting such as Audit, 990,IRS reports, Contract reports, Invoice support and audit
• Provide backup for Accountant – Reporting and Accountant – Contract Analyst
• Maintain a well-organized, secure and confidential filing system of reports and documents
• Support the budget and forecasting process
• Perform other duties the Supervisor may assign

Qualifications

• Bachelor’s Degree in Accounting plus minimum of five-year responsible work experience in accounting field or AA degree in accounting plus three to four years in accounting field desired
(Fund accounting preferred)
• Experience with bookkeeping and budgeting a plus
• Strong problem-solving skills, documentation skills, research and resolution skills, data analysis
• Ability to work in a fast-paced environment, ability to prioritize and meet deadlines
• Excellent communication skills, both written and verbal
• Proficient in Microsoft Office with advanced knowledge of Excel

The Accountant- Payroll is responsible for providing assistance to the Accounting Department. The Accountant coordinates job duties and responsibilities with the Manager, Accounting and processes payroll in coordination with HR.

The Accountant reports directly to the Manager, Accounting. This is a non-exempt position.

Duties and Responsibilities

• Understand and apply both generally accepted accounting principles (GAAP) and accounting policies and procedures
• Payroll processing, input, transmission and reconciliation
• Maintenance of all Personal Activity Reports, allocations, reporting to directors and subsequent maintenance
• Perform internal control functions as needed which include reviewing journal entries for content, coding, and classification
• Coordinate with all staff who work for more than one department timely submission of Personnel Activity Reports
• Provide monthly reports for Manager, Accounting
• Provide backup for Accountant – Contract Management and Accountant – Reporting
• Maintain well organized and secured filing system of payroll reports and documents
• Strictly maintain the confidentiality of payroll information at all times
• Support the budget and forecasting process
• Maintain a well-organized, secure and confidential filing system of reports and documents
• Assist with form 1099 creation and filing as required
• Assist in preparation of schedules for annual audits, budgets, and research projects as needed.
• Assist Director, Finance with any miscellaneous projects
• Other duties as assigned

Qualifications

• Bachelor’s Degree in Accounting plus minimum of five-year responsible work experience in accounting field or AA degree in accounting plus three to four years in accounting field desired (Fund accounting preferred)
• Previous payroll experience a must
• Experience with bookkeeping and budgeting a plus

The Child Care Payment Specialist (Provider Services) is responsible for providing support to the payment portion of the child care payment assistance program. The Child Care Payment Specialist
(Provider Services) will report to the Supervisor, Payment Programs.

Duties and Responsibilities

• Responsible for the calculation of monthly attendance sheets of child care payment assistance program participants.
• Intake and processing of program participants’ child care providers which includes explanation of policies and procedures.
• Responsible for researching reimbursement inquiries made by child care providers.
• Troubleshoot and resolve problems related to provider reimbursements.
• Responsible for ongoing projects, i.e. provider codes and rate worksheets, contracts.
• Responsible for setting up and maintaining provider files.
• Responsible for conducting Provider Orientations.
• Other duties as assigned.

Qualifications

• AA Degree preferred
• Ability to communicate well with public and staff
• Computer experience, Microsoft Word, Excel
• Excellent math skills
• Proficiency with Microsoft Office
• Must be a team player
• Excellent verbal and written communication skills
• Transportation required

• Responsible for having a strong understanding of the CDSS Rules & Regulations, Title regulations and 4Cs program policies.
• Responsible for explaining the rules/regulations and procedures to the participants.
• Responsible for referring suspected fraud files to the Supervisor.
• Responsible for the mailings of all program forms, letters, program guide to participants.
• Responsible for assessing family fees and assisting with the Family Fee process, if needed.
• Responsible for maintaining confidentiality of participant’s information.
• Responsible for covering the front desk in the absence of the Receptionist.
• Responsible for assisting and facilitating group & one on one orientation.
• Responsible for resolving issues among participants, providers, co-workers.
• Responsible for embracing the Strengthening Families Framework.
• Responsible for providing outside resources/information to families.
• Perform other duties as assigned to ensure the smooth flow of work for the organization.

Qualifications

• AA or Bachelor’s degree Preferred

Position: Child Care Intake Specialist (Family Services)
Location: Hayward Office
Hours: Full-Time (8:30 am to 5:00 pm)

Salary: $23.39-$25.99 DOE

The Child Care Intake Specialist (Family Services) will function as the initial contact person for our Alameda County Social Service Contracts (ACSSA) and our California Department of Social Services (CDSS) contracts. The Child Care Intake Specialist (Family Services) will report to the Manager, Payment Programs.

Essential Duties and Responsibilities: To perform this job successfully, an individual must be able to perform the following satisfactorily; other duties may be assigned. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

• Responsible for giving clerical support to the Hayward Family Services Unit
• Assist with contacting new Child Care Referral (CCRF) clients or Eligibility List clients to inform them we received their CCRF &/or application advise them on next steps
• Send welcome letters/packets out to new enrollees
• Responsible for answering/screening/routing telephone calls to staff
• Assist with maintaining the copy machine, office supply closet & meeting spaces
• Responsible for verifying a participant’s eligibility in ACSSA Child Care Portal prior to issuing an enrollment packet for Stage 1 and Stage 2 families
• Responsible for knowing and sharing other program qualifications (CDSS contracts) as needed
• Receives and process new enrollment packets accordingly for stage 1 and CDSS contracts
• Responsible for data entry of orientation attendees into NoHo & contacting parents to confirm attendance
• Responsible for setting up initial file or retrieving returning parent file for orientation
• Responsible for assigning participant to Specialist
• Assist with the orientation process/ clerical support
• Manage WILL CALL for Hayward Family Services Unit
• Assist with preparing Cordata for storage
• Assist with Appeals Process
• Responsible for maintaining personal and confidential family and agency information
• Perform other duties as assigned to ensure the smooth flow of work for the organization

Qualifications

• High School Diploma required; Associate of Arts degree preferred.
• Prefer bi-lingual Dari speaking
• One to two years’ Customer Service experience preferred.
• Ability to communicate well with public and staff
• Computer experience, Microsoft Word, Excel
• Excellent math skills
• Proficiency with Microsoft Office
• Must be a team player
• Excellent verbal and written communication skills
• Transportation required
