Position: Supervisor, Payment Programs (Family Services)
Location: Hayward Office
Hours: Full-Time (8:30 am to 5:00 pm)

Work Week: 37.5 hours

Salary: Salary, Exempt
$67,119 -$70,676 DOE

Community Child Care Council (4Cs) of Alameda County is a nonprofit organization serving families and child care providers in Alameda County. 4Cs of Alameda County exists to develop and coordinate resources for families and children.

The Supervisor will report to the Manager, Payment Programs. This is an exempt position.

Duties and Responsibilities

• Coordinate the daily workflow of the Child Care Services Specialist (Family Services).
• Supervise, train, and review work performance of the Child Care Services Specialists.
• Support caseloads of Child Care Services Specialists in their absence and as needed.
• Quality Assurance of family files.
• Resolve issues among staff, parents, providers.
• Provide excellent customer service both internally and externally.
• Assist with the preparation of monthly reports as needed.
• Assist with monitoring current procedures and update accordingly and submit any updates to Manager for approval
• Participate in the development of new program policies, procedures, and processes.
• Develop and maintain a thorough understanding of Title 5 regulations, Child Care Bulletins, and 4Cs Policies.
• Develop a thorough understanding of NoHo software.
• Review Inconsistent and Outstanding Attendance Sheet Reports and follow up as required.
• Conduct department staff meetings and one-on-one check-ins with staff.
• Represent the Agency at meetings and conferences as directed.
• Review files for annual internal audit.
• Assist Program Manager with special projects.
• Perform other duties as assigned.

Qualifications

• BA in Social Work or related field preferred
• Computer experience, data entry, Microsoft office
• Ability to train adults through verbal and/or written presentations
• Excellent oral communication and written presentation skills
• Supervision experience preferred
• Must be able to work with minimal supervision
• Experience working with the county desirable
• Transportation required

The Child Care Services Specialist (Family Services/APP) is responsible for assisting participants through all phases of the child care payments assistance program. The Child Care Services Specialist (Family Services/APP) will report to the Supervisor, Payment Programs.

Duties and Responsibilities

• Responsible for developing a professional working relationship with program participants
• Responsible for requesting/collecting documentation for need and eligibility in accordance with CDSS Rules & regulations, Title 5 Regulations and 4Cs policies.
• Responsible for determining/maintaining need and eligibility for a caseload of approx. 160 children and updating the files in a timely manner.
• Responsible for having a strong understanding of the CDSS Rules & Regulations, Title regulations and 4Cs program policies.
• Responsible for explaining the rules/regulations and procedures to the participants.
• Responsible for referring suspected fraud files to the Supervisor.
• Responsible for the mailings of all program forms, letters, program guide to participants.
• Responsible for assessing family fees and assisting with the Family Fee process, if needed.
• Responsible for maintaining confidentiality of participant’s information.
• Responsible for covering the front desk in the absence of the Receptionist.
• Responsible for assisting and facilitating group & one on one orientation.
• Responsible for resolving issues among participants, providers, co-workers.
• Responsible for embracing the Strengthening Families Framework.
• Responsible for providing outside resources/information to families.
• Perform other duties as assigned to ensure the smooth flow of work for the organization

Qualifications

• Bilingual preferred: Spanish
• AA or Bachelor’s degree Preferred
• Customer Service experience
• Computer experience, Data entry, Microsoft office
• Case management experience
• Excellent communication and writing skills
• Transportation required

• Input and retrieve data onto specialized computer database
• Maintain communication with families regarding changes in their need for child care
• Request, verify and process documentation received from the parent
• Provide community resources/information upon request
• Maintain confidentiality of client data and administrative information
• Other duties as assigned
• Assist with special projects (i.e. Parent Engagement Projects/workshops).

Qualifications

• AA or Bachelor’s Degree (preferred, not required)
• Computer experience; Microsoft Access, Word, and Excel
• Excellent written and oral communication skills
• Must be a team player
• Ability to exercise good judgement and discretion in analyzing and problem-solving
• Ability to multi-task and manage high volume calls

Position: Child Care Services Support Specialist, Bilingual in Spanish required
Location: Oakland Office
Hours: Full-Time (8:30 am to 5:00 pm)

Salary: $22.28-$24.75 DOE

Duties and Responsibilities

• Monitor and assist entry of clients and guests into the facility.
• Clerical support, answer/screen telephone calls for staff.
• Maintain the copy/fax/postage machines, conference rooms, front desk filing system and other areas as necessary. Order & maintain office supplies.
• Assist with Family Fee receipts/collection process.
• Send out applications for eligibility list and entering/maintain information in database.
• Data entry in current case management database
• Pull families for enrollment from the Eligibility list onto the CAPP. Mail out enrollment packets, review packets upon receipt, verify employment & schedule orientations.
• Process incoming/outgoing mail and route to the appropriate staff.
• Assist with appeal and group recertification process. Process transfer files
• Assist with RISE activities and other special projects (i.e., Parent Engagement projects/workshops)
• Perform other duties as assigned to ensure the smooth flow of work for the organization.

Qualifications

• Customer Service experience
• Bilingual Spanish
• Data entry, Microsoft office proficiency, ability to type 50 words per minute
• Excellent communication and writing skills
• Transportation required
